A "Quick Response Analysis" or QRA, is a timely, relevant article on current social insurance or public finance topics. A QRA is unbiased, factual, and can be quickly disseminated to our members. Hopefully these articles will invite discussions on these important topics. Members are welcome to write articles of their own. Congress implemented a formula, the Sustainable Growth Rate (SGR) formula, that was intended to keep the costs of Medicare Physician services in line with our nation's ability to pay for these services.
