2010 Health Pricing Boot Camp: Medicare Track Nov. 8-9, 2010 , Session #10. Medicare Advantage plans are reimbursed by CMS on a risk adjusted basis for both Part C and Part D coverages. Going forward, there will also be adjustment for Quality STARS and new FFS relationships by region. This session will cover the basics of the Medicare risk adjustment models and the impact revenue to the plans. Additionally, we will discuss the impact of STARS and new FFS benchmarks to be gradually introduced in the next several years.

This study’s goal is to support equity and transparency in an exchange-based insurance market, and to help actuaries and others, such as regulators and policymakers, better understand analytics and predictive models. The research should aim to help actuaries and others better understand, price, and monitor exchange risks, and help them understand related concepts.

In an effort to build a bridge between epidemiological and actuarial modeling, this paper analyzes possible financial arrangements made against expenses resulted from medical treatments given to insured patients. Based on classical compartment models, the first part of this paper designs insurance policies for susceptible participants facing the risk of infection and formulates the financial obligations of both parties using actuarial methodology. For practical purposes, the second part employs a variety of numerical methods for calculating premiums and reserves. The last part illustrates the methods by designing insurance products for the Great Plague in Eyam and the SARS Epidemic in Hong Kong.

Presented at Product Development Actuary Symposium May 2008. Mortality and morbidity assumptions are linked to the quality of the risk selection process. The search for competitive advantage through the underwriting process is pushing change in looking for new and more efficient ways to collect the relevant data needed to make good quick consistent underwriting decisions. This session explores the trends that are helping to drive innovation and efficiency in the underwriting process.
