James Patrick Hazelrigs, ASA, MAAA
Vice President

Jay Hazelrigs, ASA, MAAA, is a vice president with the actuarial consulting division part of Optum and the lead actuary for Optum’s accountable care solutions division. He has worked as a health care actuary for almost 20 years and consulted with multiple Fortune 500 companies throughout his career. His unique background includes consulting to government and commercial payers, providers, employers and Accountable Care Organizations (ACO) across a multitude of business and actuarial issues.

Hazelrigs’ more recent consulting engagements include providing expertise and strategic advice to ACO, payer and provider organizations around the impact of health care reform. Hazelrigs assists organizations in understanding their changing market dynamics and helps his clients formulate market, product and benefit plan strategies. Hazelrigs has performed numerous financial feasibility assessments and built financial pro-formas regarding the multiple ACO options in the marketplace, including the Medicare Shared Savings Program, Pioneer ACO and “ACO-like” products for commercial and Medicare Advantage lines of business.

In addition to evaluating ACO opportunities, Hazelrigs has worked in the traditional actuarial capacity with providers evaluating risk-based and fee-for-service contracts and with payers performing actuarial activities such as rate certifications, annual reports, provider contracting, plan design impact analyses, reserve estimations and benchmarking analyses. Hazelrigs co-authored Optum’s response to the initial CMS ACO regulations, “The Implications of the CMS Proposed Regulations for ACOs,” and is a frequent speaker at actuarial and ACO events.

Colleen Audrey Norris, FSA, MAAA

Colleen Norris, FSA, MAAA, is a consultant with the health practice in the Denver office of Milliman. Since joining Milliman, Norris has been involved in a variety of projects involving commercial products. Her recent work has focused on assisting healthcare market participants who are taking on risk for the first time in the era of healthcare reform. She has been actively involved in assisting several healthcare CO-OPs with their applications for funding and start-up operations. Norris’ recent work has focused on optimizing risk-taking arrangements for provider groups and other new market entrants.

Dr. Chris Stanley, MD, MBA
Healthcare Strategic Solutions, Navigant Consulting

Chris Stanley, MD, MBA. is a seasoned health care leader with over 25 years of experience working within health plans, hospital systems, big pharma and as a community pediatrician. He is currently a director within the healthcare strategic solutions practice at Navigant Consulting where he works with physicians, health plans and hospitals to improve quality of health care while also decreasing the cost of care.

Stanley has held senior leadership roles at UnitedHealthcare of the Rocky Mountain Region as chief medical officer, Catholic Health Initiatives as system vice president of population health and other similar roles. He currently serves, or has served on health related community boards including the American Lung Association (including two years as chair), the American Diabetes Association and other boards. Additionally, he was twice appointed to the Colorado Board of Health by the Governor of Colorado.

Stanley is married with an adult daughter who lives in the Denver area. In his spare time, he skis in the winter and is a triathlete in the summer.

Brian Edward Pauley, FSA, MAAA
Chief of Staff

Brian Pauley, FSA, MAAA, is managing director at Evolent Health and is the chairperson of the SOA’s Health Section Council. As an active volunteer, Pauley is also chairperson of the SOA’s Group and Health Advanced Education and Examination Committee, and a member of the Group and Health Curriculum Committee. Pauley was also chairperson of the 2016 SOA Health Meeting. Pauley has 14 years of experience in life and health insurance functions, primarily with the financial analysis and pricing of Medicare Advantage plans. He received a bachelor’s degree in mathematics, chemistry, and physics from the University of Southern Indiana, and a master’s degree in mathematics from the University of Louisville.

Karen Shelton, FSA, MAAA
Director of Private Exchanges

Karen Shelton is the director of Private Exchanges at UnitedHealthcare with 20 years of experience in the health care industry. She is responsible for strategic financial management, pricing tool development and actuarial research for this specialized block of business.

Shelton is passionate about educating current and future actuaries. She is actively involved in curriculum development for the Group & Health FSA track, serving as the financial economics module chair and as a prior curriculum general officer. She is also the current SOA Health Section Council Secretary/Treasurer and Health Boot Camp Chair. Shelton resides in Richmond, Virginia with her husband, Mark, their two young children, Hannah and Nathan, and dog, Manny.

Joseph L. Wurzburger, FSA, MAAA

Society of Actuaries

Joe Wurzburger, FSA, MAAA, has been the health staff fellow with the SOA since 2014. In this role, Wurzburger has a variety of responsibilities, including section development and support (specifically for the Health and LTC sections), actuarial practice advancement and thought leadership, exploration of growth opportunities for actuaries outside of traditional roles, internal SOA consulting, networking and leadership development, and actuarial knowledge development. In his most recent role prior to joining the SOA, Wurzburger managed the health valuation department in the Chicago office of Bankers Life, primarily focusing on long-term care insurance and Medicare Supplement. Prior to that, he filled a variety of actuarial roles in both consulting and insurance and has experience with pricing, valuation and projections.
