With the de-funding of CSRs and the latest Federal regulatory changes, including the repeal of the individual mandate, the stability of the ACA is arguable less certain than at any other time. The presenters will first look at the current state of the ACA including, the latest 2018 enrollment and the impact of CSR defunding, 2019 rate increases, the most recent Federal payment notice and regulations (e.g., association plans, short-term policies) and state actions/reform activities (e.g., mandate replacement, state-based reinsurance/1332 waivers) for 2019.The second half would shift to known (e.g. risk adjustment) and other potential changes for 2020 including state reactions, the implications of those changes and considerations for offering and pricing ACA products for 2020. This session will help attendees understand the current state of the ACA markets and what states and issuers should be considering for 2020.
At the conclusion of the session, the attendees will be able to:

• Evaluate the various potential impacts that recent changes may have on the ACA markets in 2019 and 2020; and
• Identify ways that issuers and states may be able to address potential instability.
