Navigating Medicaid's Changing Federal Landscape Webcast

Medicaid policy is at a crossroads, shaped by major federal actions including OBBBA/H.R.1, Trump-era rules and guidance, and the phased implementation of the 2024 Medicaid Managed Care Final Rule. Together, these changes are redefining Medicaid financing, provider payment policy, eligibility, and oversight expectations for states, plans, and providers. As federal priorities continue to shift, states and other stakeholders are facing growing pressure to interpret new requirements, assess operational and financial impacts, and respond in a rapidly evolving environment.

The webcast will focus on three critical areas across the Medicaid landscape:

1. Provider payment impacts, including changes affecting state directed payments under the 2024 Final Rule, H.R.1, and the proposed rule released May 22, 2026, along with implications for value-based purchasing, rural health transformation, and provider tax moratorium and phase-downs
2. Eligibility changes under H.R.1, including work requirements, more frequent redeterminations, and changes affecting certain non-citizen populations
3. Heightened focus on program integrity, including evolving federal and state activity related to fraud, waste, and abuse

For each topic, speakers will outline the relevant policy and regulatory framework and examine the implications and considerations for actuarial analysis, rate development, and the design of risk mitigation approaches. The discussion will highlight how these policy changes may affect assumptions, financial projections, program operations, and strategic decision-making for states and managed care organizations. Speakers will also leave room to address other timely Medicaid policy developments that may emerge before the webcast.
