Description: As actuaries, we are immensely familiar with competition within markets. Historically, we have thought less about competition between markets. Changing market and regulatory dynamics provide health insurance purchasers more flexibility, and value assessment comparisons between markets are becoming more meaningful. The 21st Century Cures Act and a 2018 federal regulation relating to Health Reimbursement Arrangements provide employers greater access to individual marketplaces. Will employers take advantage of this new flexibility? What are the relative advantages and disadvantages of various market options? The session will provide an update on market dynamics and will include case studies of recent assessments of value comparisons between markets.Hide
