This report, part of the Society of Actuaries [SOA] ‘Experience Studies – Business Practice Surveys,’ presents the results of a survey conducted by the SOA Committee on Life Insurance Mortality and Underwriting Surveys – Regulation XXX Survey Subcommittee. The purpose of the survey was to explore the actions companies took on their term products in response to the introduction of the NAIC Valuation of Life Insurance Policies Model Regulation [Regulation XXX] and Actuarial Standard of Practice No. 40, including the development of companies' ‘X factors,’ the associated annual X factor certification process, and how Regulation XXX impacted the companies' level term pricing.

The SOA conducted a study of uninsured pension plan mortality in response to The Retirement Protection Act of 1994 and to ensure that the Treasury Department would have current and thorough information available when it considers updating the mandatory mortality table to be used when when calculating Current Liabilities for pension plans. The purpose of this report is to provide actuaries with all of the significant findings of the study along with a full explanation of when and how these should be used in reviewing or setting mortality rates for specific plans.

This is a 2003 supplement to the RP-2000 Mortality Table Report. Since the publication of the report, actuaries have become increasingly interested in using mortality rates that reflect adjustments for collar or benefit amount. This supplement addresses that interest by providing additional applicable tables.

The Q&A’s contain additional background information on the development, application and impact of Scale BB. Scale BB was introduced in March 2012 as an interim mortality improvement scale which may be used by pension actuaries until work on a formal successor to the widely used improvement scale, Scale AA, is complete.
