Description: Actuaries have traditionally recognized the links between risk and value, and in recent years have begun to incorporate aspects of modern financial economic theory into their traditional valuation and risk management approaches. As a result, there has been an increasing trend in the incorporation of explicit market-based risk adjustments into valuations, whether for internal or external purposes. The use of market-based metrics to reflect risk in valuations is becoming increasingly widespread—in fact, major external standard setters, including FASB, IASB, CFO Forum and the various parties setting standards for Solvency II, have prescribed varying levels of use of market-based metrics to measure risk in valuations. Description: The NAIC is working with state insurance departments to replace the existing rules-based valuation laws with principle-based valuation laws. On the GAAP front, both the International Accounting Standards Board, which sets GAAP accounting guidance for many countries outside the United States, and the Financial Accounting Standards Board, which promulgates GAAP guidance in the United States, are moving toward a “current estimate” standard of valuation, which often results in a fair value or similar measurement basis. This article reviews the IASB’s discussion paper on insurance valuation and the American Academy of Actuaries’ response to it.

Description: Insurance accounting is in the midst of significant changes, many of which were proposed during a time of severe economic uncertainty. Given the concern about these regulations by many insurance finance executives, it is time for a re-examination of the capabilities of the financial reporting function. For insurers, actuarial components are a critical part of the financial reports, and so actuaries can be expected to play a critical role in moving the overall financial and regulatory reporting function forward. In fact, the financial and regulatory reporting function in an insurance company cannot advance significantly without actuarial expertise. This article explains how actuaries are therefore in the position of being able to help drive the evolution of a company’s finance function.
