Over the past decade, Hospital Global Budgets (HGBs) have gained traction as a strategy to promote cost containment and financial stability. From Maryland’s long-standing all-payer rate system, to Pennsylvania’s Rural Health Model launched in 2019, and now CMS’s AHEAD initiative beginning in 2026, states and federal agencies are increasingly turning to global budgets as a tool for system transformation.
This session will explore the core design elements that drive success in HGB models—such as how incentives can be aligned to preserve access and quality while operating within a fixed budget. By understanding these foundational components, participants will be equipped with a framework to build on when addressing more detailed implementation questions.
By the end of the session, attendees will be able to identify the critical success factors for effective global budgeting in hospitals.
