Description: This is a study of Pension Benefit Guaranty Corporation (PBGC) mortality experience. The study consists of data furnished by the PBGC for the time period of September 30, 2009 through September 30, 2014. All of the data come from single-employer pension plans taken over by the PBGC in a distress termination. This is the SOA’s first study of PBGC experience and provides another comparison point of retirement plans mortality experience for work performed by pension actuaries.

Description: The Employee Retiree Income Security Act, or ERISA, establishes an important statutory role for pension actuaries in the United States. As part of its statutory goal to protect the retirement security of America’s workers, ERISA requires tax-qualified defined benefit plans to obtain an actuarial valuation of plan reserves each year. When valuing the plan’s reserves, the actuary is required by ERISA to act on behalf of plan participants. Thus, the plan actuary fulfills an important role in maintaining the plan’s ability to meet its on-going obligations to the plan participants and their beneficiaries. Description: This study examines reductions in retirement benefits from the decline in defined benefit plans and increases in defined contribution plans during the past 20 years and what effect this has on workforce management. In particular how this change is affecting older workers’ decisions to retire and what effect this could have on companies. An underlying assumption implicit in evaluating the benefit of retirement of older workers is that productivity declines in old age while pay does not, leading to a pay productivity gap that could have an adverse effect on the employer from delayed retirement. The validity of this assumption was also examined.

Description: The traditional defined-benefit (DB) plan is a type of plan structured to provide the greatest degree of retirement income security, designed to pay out a guaranteed retirement income for the life of the retiree (and, when applicable, a beneficiary). However, over the last several decades, the number of private-sector employees covered under these traditional plans has decreased dramatically and been replaced by defined contribution (DC) plans. In contrast, public-sector retirement plans, which are exempt from ERISA, have seen a much smaller decline in DB plans. There are many differences in the private and public sector that likely contributed to this phenomenon, but ERISA and the many amendments to it has been a major factor.
