Description: Come build, and move beyond, the SOA funded research in Minnesota about the creation of a public/private program to provide catastrophic long term care (LTSS) coverage for citizens. Since that time other states have begun to be engaged in this effort. California has approved a research effort to look at models for funding their citizens LTC needs. New York State, through the efforts of their governor, is also looking at reforms that at some point will include financing. Colorado has begun to look at this as well. And Minnesota has funded new efforts to develop more on its own about both the catastrophic idea funded by SOA but also how to expand and change the delivery of LTC through existing home and community-based programs, including Medicare and Medicaid. This raises the question of whether LTC reform in the states will take this direction as interest in raising taxes (whether general revenue or by a payroll deduction) faces headwinds. Description: "Issues surrounding end-of-life and palliative care are not well understood and there is little research in the actuarial literature. From an actuarial perspective, however, end-of-life is important because of the significant cost to the healthcare system. Ian Duncan will discuss some of his research on the financial implications of end-of-life care, as well as the outcomes of a palliative care program. Dr. Matzo is an engaging personality with decades of experience in gerontology and palliative nursing, including training and teaching professionals in the field. Dr. Matzo focuses on educating the public on the importance and benefits of palliative care and hospice (care given in the final six months of life). Description: Internal audit (IA) projects typically focus on evaluating the risks and operational effectiveness of a company’s technological, regulatory/compliance, and/or financial processes and procedures. Because LDTI and IFRS 17 compliance will require extensive rewiring of existing and possibly the implementation of new processes and procedures to comply with the new accounting requirements, IA will be critical in conducting the initial risk assessment of these changes, monitoring of the process changeover, and conducting a post-implementation validation after conversion. For health insurance products, the ASU will require considerable efforts to make the necessary changes to valuation systems, procedures, assumptions, and/or methodologies in order to be in compliance. This session is designed to cover LDTI implications specific to carriers of long-term care and supplemental health products, including changes to how attained age rated products will be approached, allocating and discounting the claim liability (IBNR), and how the treatment of Profits Followed by Losses (PFBL) will evolve under LDTI. Description: This session will discuss the existing and potential tax-favored opportunities for LTC insurance. It will use non-actuarial and actuarial tax experts to discuss the existing (and potentially non-controversial legislative possibilities) to deal with the impending societal issues associated with the baby boomers progressing towards a tidal wave of long-term care needs that will mostly be funded through a Medicaid system that will be unable to deal with it.

Description: Some seniors may find it challenging to manage frequent doctor visits. Telemedicine can significantly fill in some of these gaps by enabling “virtual” doctor visits. Telemedicine improves access to medical care, reduces the need for transportation, reduces wait times, protects the health of individuals who won’t be exposed to germs of others in a waiting room, and improves access to care from a healthcare professional who may be far away from the patient and more. Implications for telemedicine in charged amounts (in various insurances) are being worked out and continue to evolve.
