FSA Track Changes and Transition Rules for 2023 – Group and Health (GH)

Transition Rules

The changes and hour reductions are provided below. Candidates will complete the track by successfully passing all six elements required from either the current or the new requirements columns. For example, a candidate may complete the first three rows of the current requirements and the remaining rows from the new requirements. All combinations are acceptable as long as one requirement in each row is accomplished.

There is a one-to-one transition of exam/module credits. If a candidate has credit for items in the current requirements column, that candidate has transition credit for the items in the same row of the new requirements column.

The GH track will reduce from 12 hours to 10 hours by removing material from the Design and Pricing exam and the Finance and Regulation exam. Material will be added to the Specialty exam and the name will change to Risk Mitigation. The Pricing, Reserving and Forecasting module will be removed and will be replaced with the ERM module.

Summary of syllabus changes:

The GH track has been reorganized to include the following three Fellowship exams: Design and Pricing (DP), Valuation and Regulation (VR), and Risk Mitigation (RM). 

Design and Pricing (DP) Exam - 5 hours to 3.5 hours

The DP exam was redesigned to place more direct emphasis on the components of plan provisions and government programs, manual rating and underwriting. Employee benefit strategy and provider reimbursement were removed and repurposed onto the new RM exam. The number of pages in the readings has been reduced in proportion to the reduction in exam hours.

Valuation and Regulation (VR) Exam - 5 hours Finance and Valuation (FV) to 3.5 hours VR

The new VR exam was created to replace the prior FV exam. The government programs material was removed and integrated with the plan provisions material on DP. The topic of actuarial appraisals was removed and will no longer be subject to examination on the GH track. Candidates will take either the U.S. or Canadian versions of the VR exam. The number of pages in the readings has been reduced in proportion to the reduction in exam hours.

Risk Mitigation (RM) Exam - 2 hours Specialty to 3 hours RM

The new RM exam was created to replace the prior Specialty exam. Enterprise Risk Management (ERM) material was removed as it is covered on the now-required ERM module. Employee benefit strategy and provider reimbursement learning outcomes were moved from DP to this exam and restructured. The number of pages in the readings has been increased in proportion to the increase in exam hours.
