In Bermuda, the implementation of Consultation Paper #2 includes several targeted requirements to capture lapse risk, asset behavioral risk, and liquidity risk in a more robust and dynamic way. Description: June 2024, AG54 will begin for new RILA sales. This guidance requires companies to determine an interim value that is more aligned with the market value of the position on a daily basis. This discussion will talk through companies adoption of AG54, lessons learned, approaches and integration with the administration system. Description: Over the past year, we conducted several industry surveys, including the Asset-Intensive Reinsurance Companies Survey, where we interviewed nearly 30 reinsurers, and the Survey on Internal Reinsurance and Internal Affiliates (such as captives and sidecars), which saw participation from more than half of the top 30 U.S. life insurers. While full survey reports were shared exclusively with participating companies, this presentation will highlight key findings on some of the industry's most frequently discussed topics.

Description: The purpose of this presentation is to give an overview of the CP2 requirements for Bermuda statutory reserves and capital, which went into effect for 2024 reporting, along with a summary of the impact of these new requirements. Some of the CP2 changes include bringing the Bermuda Solvency Capital Requirement (BSCR) more in line with other capital reporting regimes, such as Solvency II. For example, lapse, expense, interest rate, and equity shocks are now required to compute the lapse, expense, interest rate, and equity shock components of required capital.

Description: SECURE 2.0 included provisions that improve the ability of insurers to serve those who own qualified annuities. Several previously disallowed distribution methods are now allowed. These changes should increase the availability and desirability by contract owners to choose a payout annuity compared to required minimum distributions. An insurer considering enhancing qualified annuitization offerings might follow the approach outlined to potentially increase qualified annuitization sales and assist contract owners in protecting their principal more directly than previously.

Description: This report utilizes a literature review, company survey, company interviews and/or other methods to catalog a listing of common living benefit riders. It was sponsored by the Product Development and Reinsurance Sections along with the Committee on Life Insurance Research. This paper has several goals in relation to each living benefit rider type: to define various living benefit riders, to provide historical sales data and general filing requirements, to explore how underwriting and administration is handled, and to comment briefly on the overall level of claims activity experienced thus far compared to pricing expectations. In addition, it includes a review of the direct and reinsurance pricing implications of the riders to the extent they impact policyholder optionality and base plan financial characteristics. This paper includes perspectives developed through the experience of the authors, and includes executive summaries of a survey conducted by the SOA and Milliman of 34 direct writers, and interviews that Milliman conducted with 8 reinsurers.
