Description: In preparing claims reserves in the annual statement, health insurers and their opining actuaries will generally include a provision for adverse deviation (PAD) in their reserved amount in order to satisfy language in both in the National Association of Insurance Commissioners (NAIC) Health Annual Statement Instructions and in Actuarial Standards of Practice. This article explores the total level of PAD (both implicit and explicit margin combined) included in the reported claims reserves by examining NAIC filing data from 2016 through 2022.

Some are quickly approaching, such as the potential changes to asset adequacy testing requirements for reinsurance ceded by life insurers. In addition, changes to qualification requirements are on the horizon. Hear from appointed actuaries about the challenges they’ve experienced and how they’ve worked through them. If the new framework is not fully understood, an implementation can elevate the risk of problems in financial reporting, product development, investment management and more. Description: Historically for coinsurance deals some appointed actuaries have only concerned themselves with the reinsurer counterparty risk and in certain cases have ignored 100% coinsurance business in their asset adequacy analyses (AAA). Recently there have been regulatory discussions about concerns relating to asset intensive reinsurance and how these deals may be exposing policyholders to additional risk. Presenters will discuss the recent draft APF 2024-3 and issue brief 'Asset-Intensive Reinsurance Ceded Offshore From U.S. Life Insurers (With Focus on Bermuda)', potential impact to AAA, and modeling considerations.
