Description: Pharmacy prices are top of mind for many consumers, policymakers, and payers. While there have been many efforts to reduce pharmacy costs over the years, many believe these efforts only helped us cope with the symptoms of the problem without providing a comprehensive cure for the underlying causes of this problem. The Society of Actuaries Health Section sponsored this Pharmacy Partnership Forum to gather multi-disciplinary experts in the pharmacy ecosystem. This report shares the insights and learnings that emerged from this group of health economics outcomes researchers, clinical pharmacists, medical doctors, health actuaries, benefits consultants and brokers, and their collective thoughts on advancing this exploration for society’s benefit.

It is time we expand our scope and embrace an increased role in making a positive impact within the health care ecosystem. The primary focus of this paper is on social insurance programs dedicated to the most vulnerable population: low-income families accessing care through Medicaid. While there are numerous challenges that require other subject matter experts to take the lead, this article highlights topics where actuaries can be key players in developing and implementing tangible solutions to improve the care for the most vulnerable. Issues and solutions in this paper focus on the following three areas: 1. Access to appropriate care, 2. continuity of care, and 3. social determinants of health.

Description: The true cost of a drug and its therapeutic outcome is impacted by a myriad of factors. This session will utilize case studies in high-cost, chronic diseases to illustrate to participants what factors can be critical to evaluating the true cost of a pharmaceutical intervention. Differing from session one, session two will focus on site of care, buy-and-bill aspects, and the differences between a medical and pharmacy benefit and how these factors ultimately impact the total cost of patient care.

Description: Attendees will hear examples of individuals with medical conditions which are either being treated by gene therapy or have gene therapy treatments in development. Attendees will learn about what gene therapy is, current development methods, treatment efficacy, and expectations for future gene therapy treatments. We will explore funding challenges for gene therapy and potential methods to manage costs for gene therapy treatments.

Description: This session will explore a solution to manage health expenses, a bit like the retirement risk managed by the three-legged stool, that is coming from government benefits, employer pension plan, and registered retirement savings plan. The solution could be called a Registered Health Savings Account (RHSA), and could then complement public coverage, and group insurance coverage

Description: Value-based care models have to date been focused on either broad, total-cost-of-care, primary care-based models; or on a limited set of episodes of care. This session will focus on initiatives to bring these concepts together for improved outcomes for patients and greater savings from an integrated solution.
