Description: Mexico substituted its defined benefit system [IMSS] of the formal sector by a defined contribution system in 1997. The initial plan called for buying single premium annuities for the widows and disabled workers under the new system. In the first three years, this market came to occupy a significant part of the insurance sector. Then, the number of workers getting benefits started to fall dramatically. This is the abstract of a paper that shows that such a fall has been a direct result of how the IMSS authorizes the issuance of single premium annuities. The paper analyses the rationale behind such a dramatic change in policy, analyzes various possible scenarios of IMSS strategies, and examines the problem to see if it brings in any long-term benefits to IMSS.

Description: This presentation, session number 97PD, took place at the 1999 Spring Meeting of the Society of Actuaries, held June 16-18 in Seattle. The presenters look at the adequacy of state insurance regulation by examining the purpose and intent of the McCarran-Ferguson Act. They discuss the strengths and weaknesses of state regulation, and “whether the public interest is best served by 1 the states or the federal government being the primary regulators of insurance or 2 some system of bifurcated regulatory authority shared between the states and the federal government.” Discussion from participants is included. Description: In the past few years, SoA members and leaders have raised questions about future needs for actuarial skills, globalization of markets, and the appropriate focus of the present education system in preparing actuaries for their professional futures. As a consequence of these questions, the SoA Board of Governors set aside a major portion of its January 1994 meeting to discuss the education of actuaries, with primary consideration being given to a longer horizon than the immediate future. Chris Daykin, representing the Institute of Actuaries, reported that the Institute was incorporating fundamental changes to its basic Education and Examination [E&E] system. These changes were aimed at focusing more on fundamental principles and away from details of practice.
