Questions addressed: • Should stockholder dividends be included in the appointed actuary's reserve/asset adequacy analysis? • How are appointed actuaries handling Section 7 Opinions in states that have not yet adopted the model regulations? • How are appointed actuaries addressing the aggregate requirement in the state of filing? • What about retroactive/extraterritorial reserve requirements? • Are appointed actuaries addressing the going-concern issues for undercapitalized companies? Description: This presentation, session number 6PD, took place at the 2000 Annual Meeting of the Society of Actuaries, held October 15-18 in Chicago. The panelists discuss recent and potential developments in statutory reserving for annuity products, including reserves for variable annuities with guaranteed living benefits, NAIC Actuarial Guidelines 33, 34, and 35, new annuity valuation table update, proposed revisions to NAIC Actuarial Guideline 9-A on substandard annuity reserves, reserves for annuities linking returns to general account asset pools, reserves for guaranteed investment contracts with bailouts triggered by downgrades, changes to NAIC Model Actuarial Opinion and Memorandum Regulation, and unified valuation system update. Stochastic capital requirements for variable products. 5. The role of reinsurance and offshore solutions.

Description: In May of 2001 the Credit Insurance Experience Committee was asked to respond to the National Association of Insurance Commissioner’s request to the Society of Actuaries to develop a recommendation for a uniform national valuation standard for credit life insurance policy reserves. This document contains the recommendation along with supporting material.
