Description: The presenters in this session will highlight the SOA’s work on an updated Medicaid underwriting margin model. This research project includes the model along with a set of instructions and a paper describing the key components of underwriting margin, including cost of capital and risk margin. The model was created as a tool for Medicaid actuaries representing both MCO and State principals to determine appropriate underwriting margins components within Medicaid managed care rates. Understand a brief description of the motivation for and underlying theory behind the model. Walk through different model inputs and run through some realistic scenarios that Medicaid actuaries may encounter in where they operate. By attending this session you will be able to: • Understand the role that Medicaid underwriting margin plays in Medicaid rate setting. • Understand the key components of Medicaid underwriting margin. • Understand the factors that necessitate underwriting margins. • Understand how to incorporate appropriate Medicaid underwriting margin levels in Medicaid rate setting.

Description: The 2020 ERISA Advisory Council of the Department of Labor had a project on Considerations for Recognizing and Addressing Participants with Diminished Capacity. I delivered testimony to the ERSIA Advisory Council on this topic in September 2020. This article summarizes some key points from the testimony and also offers ideas for how employers can help employees and retirees deal with these issues. There are two different audiences that employers deal with as a result of diminished capacity – the individuals whose capacity is diminished, and those who help them.

Description: This research paper is intended to be a primer on extreme event modeling and mitigation for practitioners. It covers the complete cycle of extreme event risk management, from identifying experience data sources, to extreme event detection, to modeling and dependence analysis, and finally to monitoring and mitigation. This paper explores extreme events from the perspective of a global insurance company, with an emphasis on market risk, credit risk, insurance risk, liquidity risk, and business risk. Extreme risk concepts and models are introduced from a practitioner’s perspective without unnecessary theoretical details. This report is not intended to be all-encompassing, but rather to focus on the key aspects of extreme risk analysis and its application.
