However, a complete description of this projection methodology that is vital for serious policy discussions is not available to the general public. This summary was constructed in connection with the Social Security Advisory Board's 1999 Technical Panel on Methods and Assumptions. A goal of the Methods and Modeling working group of the Technical Panel was to 'work to ensure that the projection methods used by the Office of the Chief Actuary become more public.' Description: This paper solves the pension benefit allocation problem using an extremely simple accounting approach. It presents a simple accounting argument, which says that the cost for like units of production should increase at the rate of inflation. If we assume that the appropriate units of production for an employee are inflation-adjusted salary, this rationale leads to projected unit credit with the benefit apportioned by interest-adjusted salary [PUCIAS] as the appropriate funding method for pensions. This same rationale can be extended to post-service medical care funding. For post-service medical care, however, the rationale does not lead to PUCIAS, since the rates of inflation for medical care and salary do not cancel. There is also a question whether inflation-adjusted salary should be used as the units of production for post-service medical care. When it is, it is still important avoid aggregating groups with different salary and promotion patterns. When it is not, the widget accounting arguments still hold as far unit costs increasing with the rate of medical care inflation.

Description: Private defined benefit pension plans must, by law, pre-fund the retirement benefits. This requires the periodic valuation of liabilities and calculation of contributions. Because valuation assumptions are seldom borne out by reality, a surplus [or deficit] ensues and varies over time. When the surplus becomes sizable, there often arises a desire to distribute part of it so as to bring it down to a more reasonable level. This paper provides a brief overview of cooperative game theory and, in particular, sharing rules. Then, using certain sharing rules, it determines how to split the surplus or deficit among the plan participants and sponsor. In general, the participant's share in the surplus depends on the total of his contributions. Other considerations, such as the actual investment income received on his contributions or the years of service, may influence the distribution of the surplus.
