Description: 1993 SOA Annual Meeting in New York. This session is about core benefit plans from a state and from a national level. Core benefit plan is used interchangeably in this session with standard benefit plan, basic benefit plan, and minimum benefit plan. Topics included: 1. A summary of the legislative process. 2. A summary of options available within the national health-care debate, with a primary focus on the Clinton proposal. 3. The role of core benefit-plans in health-care reform.

Description: There has been a proliferation of proposals to expand access to public health insurance plans, either to strengthen insurance markets under the Affordable Care Act (ACA) or to replace the ACA marketplaces or other health insurance programs altogether. These proposals range from creating a public plan that would operate alongside private plans in the ACA marketplaces, to allowing individuals to buy into Medicare or Medicaid, to expanding Medicare to all. The terms used to describe these various options are often used interchangeably but they would be structured differently and have different impacts depending on the implementation details. Panelists at this session will discuss the general approaches for expanding access to public plans and their potential implications.

Description: Insurance commissioners and/or deputy commissioners will discuss a variety of current topics including health care reform, risks in the major medical markets, voluntary products and other topics. At the conclusion of the session, attendees will be able to identify issues that are on the mind of the regulatory agencies and the different approaches used across the country.
