Description: This is the fourth paper on n-year roll forward reserve financing of public benefit systems, especially Old-Age, Survivors and disability Insurance OASDI, prepared by University of Michigan faculty and students. As the papers have developed, some ideas have been simplified, while others have become more complex. It is concluded that the theoretical model requires further attention. This research can be extended to expand our knowledge of OASDI financing and the applicability of n-year roll forward reserve financing.

These in-sample statistical models are themselves not suitable for generation of scenarios for decision making, but instead are additional 'stylized facts' that assist in model development. The 'best' statistical model according to standard statistical model selection criteria can easily lead to a model that is highly unsuitable for generation of scenarios for decision making. The authors develop a stochastic generator that is suitable for decision making under uncertainty.

Description: This note is labeled actuarial because it deals extensively with the force of interest, a concept which is characteristically of concern to the actuarial community. The authors’ personal point of view is that we should modify the basic definition of the compound interest.
