In addition, the article offers insights into common issues and recommendations for VM-31 reports from the viewpoints of a regulator, consultant, and company actuary.

Description: The NAIC has adopted revisions on Actuarial Guidelines 43 and C3 Phase II for Variable Annuities ("NAIC VA Reform"), effective January 1, 2020. The panel of presenters will provide background and overview of the Reform, and discuss detailed aspects of the new CTE Amount, Standard Projection and Withdrawal Delay Cohort Method. The panelists will share implementation considerations and the Reform's implications to hedging.

Description: Noting that the Commissioners Annuity Reserve Method has been adopted by almost all states in the past four years as the basis for valuing individual account annuities in statutory statements, the author reviews this reserve method and how the various provisions commonly included in modern deferred annuity policies should be reserved to be consistent with its methodology.
